Official Constitution


Interpretation



In this Act,

“captain” (CO) refers to the current commanding officer of the RPG, regardless of his or her actual rank within the RPG

“due process” means an amendment should be proposed before the members and explained completely, with a chance given for members to express their opinions

“executive officer” (XO) refers to the current secondary officer of the RPG, regardless of his or her actual rank within the RPG

“majority” refers to a 50% + 1 tally of votes

“members” refers to any participants in the RPG who hold an active position aboard the ship

“RPG” refers to any and all materials to which this charter applies, including the actual ship(s)

“ship” refers to the vessel on which the RPG is enacted; in the case that there is more than one ship, then “ship” is referred to collectively

“ship captain” (Ship XO) refers to the current commanding officer of the ship, and may or may not be the “captain” as well

“ship executive officer” (Ship CO) refers to the current executive officer of the ship, and may or may not be the “executive officer” as well

Declaration of Name and Intent



1. (1) This Act hereby officially certifies that one vessel named the USS Dragon NCC-72914 shall act as the stage for a cooperative Star Trek™ Role-Playing Game, and that such a vessel shall continue to exist until such time that the RPG is disbanded.
(2) Notwithstanding subsection (1), the name of the ship USS Dragon and associated specifications may be changed subject to the approval of the RPG members and Section 4.

2. The RPG formally acknowledges that Star Trek™ and all related materials are the intellectual property of Paramount Pictures. It is the intent of the RPG to utilize the Star Trek™ universe only as an environment for fun, and not for any profit-making venture.


Application and Division of Power




3. (1) The RPG shall be led by an official commanding officer, the “captain”, who will most likely but does not have to hold the rank of the commanding officer of the ship. The commanding officer is the creator of the RPG. Should the commanding officer step down, then the position falls to the executive officer unless an alternate is specified by the current commanding officer, and ratified by a majority of the members.
(2) Alongside the commanding officer shall be an “executive officer”, who will most likely but not necessarily hold the rank of executive officer aboard the ship. Should the executive officer step down, the position will fall to his or her chosen successor, and must be ratified by the commanding officer and/or a majority of the members.

4. (1) The captain, and by extension the executive officer, hold absolute decision-making power in the RPG. All affairs of the RPG must be approved and/or handled by the captain or executive officer. Unless otherwise specified, the captain is also the absolute authority in matters relating to the ship. This section may be referred to as the “CO/XO Prerogative.”<br> (2) The executive officer may veto the decision of a captain if the XO’s veto is ratified by a majority of the members.
(3) The commanding officer cannot be removed from said position unless he or she voluntarily steps down from the position. The executive officer may be removed from said position by the commanding officer if the decision is ratified by a majority of the members.
(4) Only the commanding officer and the executive officer may make amendments to the RPG’s rules, regulations, and specifications. The amendments do not have to be ratified by a majority of members, but must be put through due process before going into effect.


RPG Storyline and Mission Developments



5. (1) The ultimate storyline and control over said storyline resides strictly in the hands of the CO at all times. The CO may at his or her discretion allow members to submit suggestions about mission developments, but he or she is not obligated to use the suggestions.
(2) In accordance with subsection (1), the CO and/or XO may at any time contradict, amend, or adopt spontaneous mission developments. “Spontaneous mission developments” are any actions made by a member of the RPG that will severely affect the continuing storyline of the RPG and/or its current mission. This section is in accordance with Section 4, subsection (1), the “CO/XO Prerogative.”<br>
Crew Manifest and Positions



6. (1) The Crew Roster can at any time by changed by the CO, without prior notice to any crew members affected by said change.
(2) The CO reserves the right to deny a position to any prospective member that has been declared untrustworthy by this RPG or another, to deny a position to any prospective member at any time, or remove an existing member from a position at any time.

7. (1) No member shall hold more than one character position aboard the ship, unless otherwise specified by the CO as laid out in subsection (2).
(2) The CO may allow any member to hold a secondary position, under the condition that said member may only hold one senior position at any time, and that said member must yield their secondary position if a new member expresses interest in that position.
(3) The CO and by extension the XO are exempt from subsections (1) and (2), with the exception that it is preferable a CO or XO yields any secondary positions to new members, as laid out in subsection (2).

Part 2


Crew Duties and Obligations


8. (1) All crew members in the RPG shall have the following duties and obligations, to be carried out. If such duties are not met, the member could face reprimand either in-character or out-of-character from the ship captain or CO.

a) a) Ship Captain – The ship captain is the commanding officer of the vessel, regardless of current rank. Their duties are to administrate the ship and review the overall performance of its members, as well as make decisions that affect the entire vessel. The Ship Captain is the supreme authority, unless a character holding flag rank is aboard.


b) Ship Executive Officer – The ship first officer shall hold all duties given to the captain as well as their own when the captain is deemed unfit for command, is unable to command, or is not presently aboard the ship. The ship XO is supposed to support the decisions of the captain, make sure they are carried out, and offer their own suggestions. The XO will regularly review the performance of each crew member, and lead the majority of away teams when possible.



c) Operations Officer – The Ops officer is responsible for ensuring harmonious cooperation between departments. They monitor all ship systems and allocate system resources. The Ops officer monitors communications and any away teams that are off the ship. When the CO and XO are not on the Bridge, the Ops officer is in command unless otherwise specified, or unless a department head of higher rank is present.



d) Tactical/Security Officer – The Tactical officer is responsible for defending the ship and developing strategies to complete tactical goals assigned by Starfleet Command. All tactical systems are under control by the tactical officer, and all security officers report to him or her on a regular basis.


e)Chief Engineer – The engineering department must keep all ship systems functioning at optimal efficiency. The chief engineer is responsible for coordinating all engineering functions, as well as working with other department heads to ensure that used resources are being replaced regularly.



f)Chief Helm Officer – All pilots must be able to fly a shuttle, and there must be at least two pilots on board with the ability to competently navigate a starship. One of those will be the highest ranking helm officer aboard, who is responsible for the rest of the pilots aboard the ship. When on duty the chief helm officer most likely is on the Bridge piloting the ship.


g) Chief Science Officer – The chief science officer has all sensor resources at his or her disposal, and is responsible for maintaining said sensors and using them to scan around the ship, and analyze items of interest. When the mission is exploratory, the chief science officer will most likely play an active role in the way the mission is played out.


h)Chief Medical Officer – All injuries are dealt with by the chief medical officer, who must be a competent physician. The chief medical officer must maintain his department of physicians and nurses. Although the counselor on the ship may have a higher rank than the chief medical officer, he or she will still submit a monthly report to the chief medical officer. The CMO may rule that the captain is unfit for duty at any time if medical evidence is made available to that effect.



i)Chief Counselor – The counselor is responsible for maintaining the psychological health of the crew. He or she may also provide diplomatic advice to the captain and/or aid in negotiations involving the vessel.


j)Marines – For the foreseeable life of the vessel, a marine contingent will be aboard. As established by the United Federation of Planets in conjunction with Starfleet Command, the Marine Corps is separate from the Navy in Starfleet. As such, the ranking marine on board can overrule a decision made by the captain if said decision (1) concerns the marines, and is not a ship decision and (2) does not endanger the vessel or its crew. However, unless otherwise specified by Starfleet Command, the marines are at the disposal of the vessel.


k)Other Positions – The RPG CO may at any time create another senior position to which they will delegate any duties as they see fit. Duties and obligations for said position will therefore be outlined upon creation.


(2) The CO may at any time change the duties of a crew member, regardless of subsection (1).


Posting and Member Conduct


9. (1) All members are expected to conduct themselves politely and behave courteously to other members. No exceptions will be tolerated. If a member is having an out-of-character dispute with another member, they should take it up with the RPG CO and attempt to resolve it amongst the three of them.
(2) In-character and out-of-character relationships should be kept separate. A character within the RPG may be deliberately obnoxious and rude, but this is not necessarily who they are in real life.

10. (1) “Active” members are expected to post at least twice a week, preferably more if possible. If a member does not believe they will be able to meet this obligation for an extended period of time, it is recommended that they seek a Leave of Absence (LOA). During such an LOA they will be excused from posting until a return.
(2) Members in LOA should be aware that they will be passed over for promotions in their department. If a member is LOA for a long time, their character could be demoted or even removed entirely from the roster.
(3) A member who has not posted for one week, and has not contacted the CO or XO with an intention to take an LOA will be marked inactive, and may be demoted or removed from the roster.
(4) Adequate posts should be no less than 50 words. The style of post is up to the individual member, however it is advisable to post in a readable format. Moderators reserve the right to edit posts as they see fit.
(5) Two or more members may collaborate on a “joint post”. Often in the form of a formal log, this post is just what it sounds like: a joint compilation between two or more members. Such joint posts often contribute greatly to the storyline and enhance the RPG experience.

11. (1) Members who wish to advertise related RPG boards must contact the CO or XO about such desires. Unauthorized advertisements will be regarded as spam and be deleted.

Promotion (and Demotion)



12. (1) The RPG follows a chain of command roughly equivalent to that of the late 24th century time period. Depending on one’s division (regular Navy or Marines), a member will ascend through ranks by exhibiting the following qualities:
a) Ability to competently RP with other members
b) Demonstrates leadership skills
c) Knows how to contribute to a storyline without godmodding and by involving other members.

(2) A member will start out in a rank they are assigned in accordance with their position. Department heads are usually given the rank of Lieutenant, senior grade or Lieutenant Commander. Assistants are given the rank of Ensign or Lieutenant, junior grade.
(3) Unless under extreme circumstances, it is highly unusual for a member to rise in rank above that of their department head.
(4) Members can be demoted at the discretion of the CO. While such demotions may be worked into the plot of the mission, out-of-character actions can lead to demotions without mention in-character.
